The November 2011 issue of Consumer Reports has an article entitled "Health insurance: which plan to pick? new rankings show big quality differences." In additional to a general article on the topic, the magazine rates plans in all 50 states. In Pennsylvania, the same three plans get the top ratings for both HMOs and PPOs. The three are, in order:
Geisinger Health Plan
UPMC Health Care
UMPC Benefit Management Services
The article also ranks Medicare and Medicaid health plans by state.
If you can't find a copy on the newsstand, your local public library probably has a copy.
