Mammary Plans

Lactation outside the home has been a topic of discussion on blogs so this proposed legisation caught my eye. Three bills have been introduced into the Pennsylvania senate concerned public breastfeeding. All are currently in committee. I've added in links if you want to read the full legislation. I hope the bills make it out of committee. I want to read the debate and remarks in the Senate Journal.

SB34:
Introduced by: C. WILLIAMS, COSTA, MUSTO, BOSCOLA, FONTANA AND FOLMER
Protecting the right of a mother to nurse her child in public;
prohibiting a unit of local government from adopting an
ordinance prohibiting breastfeeding in public; and providing
that breastfeeding may not be considered a nuisance, indecent
exposure, sexual conduct or obscenity.

AN ACT Amending the act of October 27, 1955 (P.L.744, No.222),
entitled, as amended, "An act prohibiting certain practices
of discrimination because of race, color, religious creed,
ancestry, age or national origin by employers, employment
agencies, labor organizations and others as herein defined;
creating the Pennsylvania Human Relations Commission in the
Governor's Office; defining its functions, powers and duties;
providing for procedure and enforcement; providing for
formulation of an educational program to prevent prejudice;
providing for judicial review and enforcement and imposing
penalties," defining "breastfeeding"; further providing for
unlawful discriminatory practices; and providing for
breastfeeding by employees.

AN ACT Amending the act of March 4, 1971 (P.L.6, No.2), entitled "An
act relating to tax reform and State taxation by codifying
and enumerating certain subjects of taxation and imposing
taxes thereon; providing procedures for the payment,
collection, administration and enforcement thereof; providing
for tax credits in certain cases; conferring powers and
imposing duties upon the Department of Revenue, certain
employers, fiduciaries, individuals, persons, corporations
and other entities; prescribing crimes, offenses and
penalties," providing for a tax credit for employer expenses
11 related to employees who breastfeed.
