weekly legislative update

This is a list of bills that passed the Pennsylvania House or Senate this week, and mention of any noteworthy resolutions. Standard caveats apply (resolutions not generally included, list of sponsors deleted if it was too long - three lines in the originally formatting).

HB 1133 should be interesting. It requires boroughs to get "an annual itemized listing of all
expenditures"
by emergency services agencies (fire, ambulance). Which sounds fine, except that most such agencies cover more than one municipality. That opens up some administrative problems, accounting to different municipalities for their contributions, which are spent from a mixed pot. I've certainly got no problem with municipalities expecting accountability for the money they contribute, but I'm also skeptical of borough government's ability to competently respond to line-item accounting of expenditures. Now, if it required a borough review of the fire company's / ambulance service's annual audit, I'd be more amenable. I just see lots of potential for abuse here, on both sides.

So fiscal responsibility & accountibility, YES. Handing over the books of an independent organization to line-item scrutiny & second-guessing by amateurs, NO.

Austin, I am impressed with your attention to detail. The bill is probably the result of the scattered incidences of volunteer fire companies having embezzling problems. You have a good point though, that some of the companies cross municipalities.
